SEND Review: what you need to know

On 29 March 2022, the Government published its long-awaited SEND Review in the form of a green paper, setting out proposals for reforms to the way the SEND system works. The public consultation period is now at an end, and the Department for Education will be reading and analysing the responses they have received. At some point in the next few months, they will publish a response, and indicate whether they intend to go ahead with these proposed changes or amend them.

No-one should under-estimate the significance of the proposals outlined in the green paper. If implemented, they will require reforms that wouldn’t fit into the current SEND legal framework, meaning that the law would have to change. We fear that it will become harder than ever for children and young people with SEND to get the support they need.

Find all our work around the SEND Review below, including our response to the consultation.

What the case studies in the green paper SHOULD say

The SEND Review includes several case studies that seemingly illustrate how the system will work following the proposed changes - we have rewritten these to show how these scenarios should actually play out if the current system worked as it should Read more
