You can complain to the Local Government and Social Care Ombudsman (in relation to social care) or the Parliamentary and Health Service Ombudsman (PHSO) (in relation to health provision), or seek a judicial review of the decision.

The guidance states that the LGSCO and PHSO would not expect a complainant to go through the LA or health body’s own complaint procedures first. 

You will need to instruct a legal representative if you want to start judicial review proceedings and you should check your eligibility for legal aid.
