IPSEA complains to Herts over SEN Funding Scheme

IPSEA has received an unprecedented number of complaints from both parents and voluntary organisations about Hertfordshire's new funding system for special needs.

IPSEA's Chief Executive Roger Inman comments:

"Parents and schools alike are confused and concerned about how children will have their needs met by a new system that seeks to replace the tried and tested safeguards of Local Authority assessments and statements which children are entitled to under the law. Instead of a system which gives parents a say, Hertfordshire have set up a new special needs assessment system and method of funding which cut parents out, is unfair to many schools and involves inadequate systems to check that taxpayers' money is being spent on the children that actually need it.

We sent a letter in August 2007 to Hertfordshire, and are in talks with them, but they have not yet made any formal response.

A formal complaint to Ed Balls, the Secretary of State for Education, may be necessary to resolve this growing problem."
